About the Author: Donaldson is a partner in Barnes & Thornburg LLP's Indianapolis office and concentrates in the area of municipal finance. He received his J.D. from the Indiana University School of Law-Bloomington, where he graduated first in his class and served as article editor of the Indiana Law Journal.
